Early life and education
Kelsey was raised in Columbia by her Chinese father Jim, who is the owner of a small store, and her American mother Jean who is a housewife – Kelsey believes that she is also a descendant of the Eastern Band of Cherokee Indians, to which the tribe have said that they do not have any descendants with the last name Chow. Kelsey has a younger sister and a younger brother.
She studied at Hammond High School where she started taking acting lessons, and it was her drama professor who encouraged her to pursue a career as an actress. She appeared in nearly all of the plays performed at Hammond, and upon matriculation enrolled at Columbia University, graduating with a Bachelor’s degree in human rights in 2013.

Kelsey launched her career as an actress in 2005 at the age of 14, when she was cast to portray Gigi Silveri in the TV romantic drama series “One Tree Hill”, starring Chad Michael Murray and James Lafferty, and follows two half-brothers as they try to beat one another in popularity and fame while living in Tree Hill in North Carolina. Kelsey was shooting for the series until 2009, appearing in a total of 18 episodes.
In 2008 she appeared in the episode “Romancing the Phone” of the series “The Suite Life of Zack & Cody”, before being cast to portray Matisse Burrows in “Den Brother” in 2010. In the same year, she started playing Mikayla Makoola, the lead character in the series “Pair of Kings” which also starred Ryan Ochoa and Larramie Doc Shaw, and follows twins who find out that they are owners of an entire island which has its own residents. Kelsey was shooting for the series until 2013 when the show ended.
